have to convince skeptical voters to put their faith back into his agenda. > >> when president obama steps to the podium tonight, word is, it's all about the economy. voters are angry and scared, so expect the president to reassure them and his fellow democrats that his agenda is still on track, but with some corrections. >> i think what you'll hear the president discuss tonight for about 2/3 of this speech are the circumstances that our economy is in, and his way forward to getting that economy moving again. >> he'll also focus on tax cuts for small businesses hiring new workers, and modest plans to ease the pressure on the middle class. healthcare will be discussed, but not too much. >> healthcare will play a role in this speech, just as a number of topics will, in creating an economic foundation for our future. >> president obama is expected to announce a proposal to save $250 million by saving

spending. he is expected to propose a freeze on the salaries of top white house officials and administration appointees. this new fiscal responsibility message will take some convincing for critics. >> it's going to take a lot more than just kind of modest freeze to get us back on the right track. >> president obama must also convince skeptics from within his own party who are worried about cuts to federal programs. >> it's not like every single agency is frozen. it is a scalpel. we are going to be investing in the things that work. >> and in addition to a heavy emphasis on the economy, the president is also expected to address terrorism and push for an additional $4 billion in spending on education. wusa9 will air the president's state of the union address tonight. i'll have a full wrap up live from capitol hill tonight on 9news now at 11:00. virginia governor will deliver the republican response to the

state of the union. mcdonnel will focus on creating jobs and reforming education. he'll be speaking from the floor of the house of delegates in richmond and he'll have what you might call a live studio audience. virginia lawmakers will be there. we have a traffic alert about the roads all closed tonight for the address. tonya, give us the details. >> derek, the basic advice is to stay away from the capitol area tonight. crews will be closing down the streets around the capitol, as you can see on the map there, starting at 7:00. less than an hour from now. streets affected include constitution, south capitol, and independence. stay away from that area. let's take a live shot and show you how it's looking out there. this is constitution around 2nd. this area will be closed as well. still some traffic, maybe some people heading home. they will reopen it after the address. there will be some parking restrictions in place around that area as well. so that's going to be going on

until midnight tonight. so watch out for signs, we don't want you to get tickets tonight. and capitals in town, metro will be your best bet. derek, back to you. >> thanks. the fallout continues for toyota. dealers and manufacturing plans try to deal with the company's decision to suspend sales and halt production. eight models are off the production line because of problems with faulty gas pedals that may stick and cause unintented acceleration. they are camrys from '07 to 2010. corollas, as well as the matrix, the avalon, the 2010 highlander between '08 and '10. and tundra models made between 2007 and 2010. dealers in our area are trying to make sense of it, trying to make the best of a bad situation. sales of recalled models are on hold, but a select few of those cars built at factories in japan are not affected. and the day was spent scouring

the inventory, looking for just those cars. >> it is definitely tough. camry is a large portion of our business and there aren't very many camrys that don't fall under the recall. >> we are still here to purchase a prius or camry. >> customers who have questions are being told to call in. and if you are wondering about used cars, here's something to know. the national automotive dealers association says those cars are covered by the recall. dealers should not sell those cars. independent retailers should not send them off their lots, either, but they are not bound by the same rules. carmax tells us they will not sell any of those recalled vehicles. afghanistan's president promised today to lift the burden from the u.s. and its allies. the president said in afghanistan, we want to soon be defending our own territory with afghan means. that statement comes ahead of tomorrow's conference on the

war in london. back home, people are mourning one of the latest u.s. tragedies in the afghan war. get the story now from lindsey. >> david smith's teachers, coaches, and friends remember him as a selfless person who wanted to put his life on the line for his country. >> he was somebody real proud to be part of the marine corp. he wanted to make a difference. >> the 25-year-old was one of several soldiers killed by a bomb while on patrol in afghanistan. the attack happened saturday, john was one of david's high school soccer coaches. >> his attitude and his effort and his heart is what really won respect of his teammates. >> david stood out as an active part of the class of 2002. >> he was respectful, just a great kid. the kid every coach wants on their team. >> brett says david was one of those students, teachers never

here today. with that, i'll turn it over. >> thank you everybody for coming. obviously everybody has heard the news today. david stern and the nba ruled on suspending gilbert arenas and gerard for the rest of the season. brings a little bit of closure to a situation. it's been very frustrating, very distracting, and bothersome to our organization. to our coaches, to our players, most importantly, to our fans who stuck by us. we want to thank them. and now it's time for us to move forward and we have to move forward. we have to regroup. i'm really proud of the way our players have dealt with all of the distractions with having to be interviewed, with having to go to court and still coming out and competing on a nightly basis. you know, this organization takes this issue very, very seriously. we changed the name of this team for this very, very reason. and we are going to try to use this situation and try to

educate people in the community, try to help youngsters. we've reached out to aau groups, local leaders, the mayor's office, to see how we can help and how we can educate and talk about this specific issue. having said that, we still have games to play. we have to move forward. the rest of these players are going to have to ban together and do whatever is necessary to try to win as many games as possible. i know we haven't been able to talk too much about these situations because of all the investigations and we have to let the legal process take its course and it's been frustrating for me, it's been frustrating for the organization. i'm sure for some of you, but now that the ruling has come down. it's time to try to answer some questions. i'm not going to be into specifics on everything, because it's not completely over, but whatever i can

a baltimore county woman is accused of a crime. 37-year-old dena has been indicted on conspiracy charges.

she asked her friends to grant her dying wishes and they did so. she even went so far as to send out pictures of herself bald, claiming she lost her hair to chemo. she has a criminal history of running a mortgage scam. millions of americans who shop online are unsuspecting members of online discount clubs. sean bought his movie tickets on fandago, and a charge showed up. one click and he was directed to another company's website, and automatically enrolled in its rewards program. without authorization, that company charged monthly fees to his credit card. the same one he used to buy the tickets. >> i didn't see any checked boxes or anything that would make me aware of anything i was enrolling in, other than buying two movie tickets. >> the internet is the wild west. and it takes the sheriff a while to get there, the new scams are being developed because technology advances

(announcer) new icy hot medicated roll. for wherever you hurt. icy to dull pain, hot to relax it away. the new icy hot medicated roll. with the roll, pain's under control. breaking news out of haiti this evening. this video just into our newsroom. it shows the rescue of a teenage girl who has been trapped in the rubble for more than two weeks now. as you can see, she is still alive. her wide eyes looking around, trying to figure out what is going on. we don't know anymore about her condition. the fairfax urban search and rescue team was not involved in this rescue. they are scheduled to come back home tomorrow. and new details in the rape of a 19-year-old student in montgomery college is performing arts center. police now say 34-year-old nathaniel hart slid under a locked bathroom stall and told the young women, i have a gun

and i will use it. a detective wrote that the suspect then stayed with the victim, talked to her, hugged her, and apologized after assaulting her. the suspect was crying and talking about his ex-wife and how he was going to hell and after all that, police say hart got angry and assaulted the woman a second time. after standing by her husband for years, elizabeth edwards has had enough. she is legally separated from john edwards. last week, edwards went public, admitting he fathered a child with hunter, who was a former campaign worker. north carolina law requires couples be separated for one year before they can divorce. a congressman from utah is challenging a bill that would allow gay marriage in dc. the dc council passed that bill last month. congresses that 30 legislative days to act on the legislation. the capitol hill challenge is

from jason and it would block the bill from becoming law. >> just one day after toyota stopped sales and production of eight of its models, consumers appear to be standing by the auto maker. paul lester takes us to the washington auto show to see what people have to say. >> toyota's upbeat atmosphere. >> my camry, i drove it 120,000 miles. it just kept going and going and going and that's great. >> potential buyers like ruth weren't discouraged from looking at a toyota highlander. >> it might deter me from buying a 2010 model, but i certainly would have no misgivings about purchasing one in 2011. >> he is in the market for a new camry. >> by the time i would get one, which would be, you know, maybe six months or a year from now, problem will be solved.

weekend. here's your forecast first. now the next three days, 49 tomorrow. could see a rain or snow shower with the arctic front. we'll probably see some advisories for the snow in the mountains. very cold on friday. 30, clouds will come in late, and then light snow is possible on saturday, but again, right now the bulls eye, i would say danville, virginia. significant snow will fall in richmond, and danville and even down to greensboro. tonight, mostly cloudy, cold, 28 to 34 ask winds out of the west, southwest at 10. lows tonight, maybe a degree higher than last night. we are looking at temperatures around freezing downtown. 28 in great falls. 30 in bethesda, 30 in silver spring and upper 20s in bowie. right now, temperatures are in the upper 30s, which is not that bad for this time of year. 38 in brookeville, 39 in shantily and 40 in dumfries. tomorrow morning, mostly cloudy, a flurry or snow shower

possible. 30s and 40s and winds southwesterly at 10 to 15. that's going to bring up milder air before the front crosses us. mostly cloudy, windy and mild. a shower or flurry possible. late in the day, winds go west, northwest at 15 to 30 miles per hour. we can also see some wind advisories posted. of course, we are always on at wusa9.com. >> satellite picture, radar combined, this is the activity associated with the arctic front and this is our storm that now moved ashore from california and is now in the fore corners area. the most part, i looked at all the watches and warnings. you pick a line north and south, that's where they are. could be their second big storm in oklahoma and oklahoma city this winter. clouds will stream in tonight and we'll have to watch these clouds out to the west. may give us a little bit of rain or snow showers tomorrow morning. more importantly, usher in the arctic air.

arenas and gerard brought guns into the locker room, both will be suspended without pay for the remainder of the season. it's a punishment arenas reportedly asked the commissioner for when he met with david stern today. he met with stern yesterday, according to the post, arenas inquired about the possibilities of having the remaining four years of his contract voided. david stern told arenas that is up to the team and the man who controls that decision, gm, ernie met with the media. dave owens joins us live from the verison center. what does he have to say about arenas' future here? >> well, sarah, that was number one on everyone's mind, of course. as you can imagine, the gm didn't tip his hand on that. rather, he wanted to talk more about the team and moving forward. >> when something serious like this happens, people have to be responsible for their actions and bringing guns into the locker room is not a

responsible act. >> still exploring reactions. we haven't made any reactions to this point. i think it's going to be a combination of many things to see which direction we go in. >> yeah, interesting, because he used the words moving forward, moving forward several times during his 21 minute press conference. and asked for the relationship between him and his star guard, of course there's been a lot of talk about it not being that good. he said that he hadn't spoken to arenas, saying more so that he was disappointed in the action. so that's kind of the scene down here, back to you in the studio. >> all right dave, thanks. the post is reporting arenas is going to tell the players union not to fight that suspension. david stern spoke with the media on a conference call about his decision. >> we have preached to them in writing and in person on this very subject and nevertheless

they brandished firearms. and that is just can't be tolerated. >> and the worst is perhaps still ahead for arenas, who pled guilty to a felony gun charge. arenas was booked wednesday, this is his mug shot. he could be facing jail time sentenced on march 26. the wizards and capitals share a home. on the spectrum, they could be further apart. for the wizards despair, dominance, the ladder more positive should continue tonight. the capitals opening against anaheim, washington is on a seven-game win streak. each of their next three opponents are in desperate need of points to make the playoffs. the team with more to lose becomes more dangerous to play. >> these games are all tougher because they are the teams that every point means something to them, and with anaheim losing last night, i assume they are going to come out knowing they have to win tonight. >> michael is going to start against the ducks tonight,
